US: Anti-dumping duties to Chinese plywood imports

The US Department of Commerce decided that Chinese plywood imports are sold at unfair prices. Therefore, a duty between 22,14 percent and 63,96 percent will be applied to all Chinese companies, excepting those who reach the minimum requirements for a fair trade. The imports of hardwood and decorative plywood from China to the US reached $748 million in 2012, representing one third of the overall consumed in the US.

The petitioner, the Coalition for Fair Trade of Hardwood Plywood (CFTHP), says that the duties would affect about 90% of Chinese hardwood plywood sold in the U.S. Also, Jeff Levin, counsel for the CFTHP, said, “the Coalition’s petition, and the U.S. laws that address unfair trading, are not punitive but remedial. We are not looking to punish anyone. But, the fact remains that unfair trading, especially at the levels now found by the Commerce Department, is a scattering bane which ultimately inflicts every participant in the U.S. market.”

The American Alliance of Hardwood Plywood (AAHP) has a different opinion: it holds that the US Department of Commerce failed to prove that the Chinese companies were selling their products at unfair prices. The impact of these duties will result in supply shortages and cost increases to U.S. manufacturers of cabinets, furniture, architectural woodwork and other products, says the AAHP.
